CPC welcomes two to the Senior Leadership team

 

York, Pennsylvania – February 9, 2026

Community Progress Council is pleased to welcome two new members to its Senior Leadership team, Tom O’Connor as Director of Development, and Shirley Wong as Controller.

In his role as Director of Development, O’Connor will have leadership responsibility to develop a comprehensive fundraising strategy that fuels Community Progress Council’s mission to empower individuals and families to move toward economic self-sufficiency.

O’Connor brings 14 years of experience working in both leadership and fundraising roles. Most recently, he served as the Executive Director of the Pennsylvania Ag Discovery Center in Gettysburg, where he worked to establish the new nonprofit and create the framework for a $26M capital campaign.

“Tom’s deep experience in building relationships, developing fundraising infrastructure, and tackling complex capital projects makes him an excellent fit for Community Progress Council as we look toward our future,” said Robin Rohrbaugh, President/CEO, Community Progress Council. “We are excited for Tom to bring his strategic mindset to this new role as we continue to diversify our funding to support our mission.”

Prior to his role with the Pennsylvania Ag Discovery Center, O’Connor worked at Leg Up Farm, where he served as the Director of Development, and then President. He is currently the Vice-Chairman of the Board of Directors for the White Rose Leadership Institute and, in his spare time, coaches his son’s soccer team.

Shirley Wong joins the Fiscal team as Controller, where she will oversee day-to-day accounting functions, lead the budgeting and audit processes, and collaborate with program managers to ensure fiscal responsibility.

“Shirley brings with her a wealth of non-profit accounting knowledge that will complete the already-strong fiscal team,” said Tiena Blouse, Chief Financial Officer at Community Progress Council. “Her experience is an excellent fit to support CPC’s fiscal operations and ensure our sustainability for generations to come.”

With more than 20 years of experience in accounting and auditing, Wong has spent the majority of her career working with nonprofits in New York, Hawaii, and California, including a homeless shelter and a community health center. A recent transplant to York County, Wong earned her degree in Accounting from Baruch College. In addition to her work experience, Wong trains and competes her Sheltie dogs.
